That's not a public announcement. That's a private distributor's site that sells only to Dish Authorized Retailers.
I know a retailer who buys from them and they were unable to get any.
Still going through field testing and waiting on dual Hopper support.

I just went out and purchased padded mailers to mail them in. Depending on work I will try getting them out tomorrow.

That's referring to the User Interface...pretty much everything you see or access on the Hoppers, like the Program Guide or the DVR List. In other words, the Snap will make things like the Guide or DVR List appear on screen faster when you click the DVR button on the remote, and make things like scrolling through the Program Guide faster and smoother.
