No because a lot depends on how many receivers/DVRs you have/want as well as the programming. There's also differences in upfront costs. By and large E* runs a few dollars cheaper than D* for SD/HD combo programming, excluding the effect of multiple DVRs and associated costs and fees. There is no comparison for HD-only programming as only E* has that and is obviously much much cheaper than D* when compared to its SD/HD package. Also I believe you get locals with your D* package. Locals are optional with E*.
 
As the tiers don't line up 1:1, you're on your own to weigh which is the best value for you.

Feel free to cobble something together and share it if you think it might be useful. It turns out to be a fairly enormous effort if you don't limit the scope in substantial ways.

Be aware that at least once during the project, one or the other of the providers will add channels or move them between tiers.
