$24.99 for 12 months? Change to $29.99 up $5. Is this legal?

When I signed up the brochure I was given said $24.99, how can they up my bill $5, before 12 months is up?

Where did the "brochure" come from. A local reatailer? Was there a 12 month price guarantee in it? (Think carefully). If not, they can raise rates whenever.
