I've upgraded two Dell Micro Form Factor PCs (7040/7050) with that CPU recently to Windows 11 with no issues. Just download the Windows 11 ISO file, and use Rufus to make a bootable USB drive to install from. Rufus gives you the option to modify the installation files on the USB drive to bypass all the compatibility checks, and it also gives you the option to make the install default to local accounts vs. Microsoft accounts.
Just watched a video on Youtube for Asus enable TPM. See if bios has advanced and trusted computing option. Enable trusted computing if you have it to turn on TPM. If laptop or PC is older than 2016 it may not have it from what i've seen from watching Youtube.
