Next month my 2 year contract is up, so I will be calling Dish again? If I change my plan and drop the locals after I agree to the new 2 year contract will this cancel my new deal?

No.

I entered into my present contract last year on the Top250. I am now on the Top 120. As long as you stay with one of the qualifying plans, your contract continues. Here is one of the current plans.

I think what they can get you is the first sentence as I am sure they allow upgrading but downgrading is something entirely different which means you pay less that the promotion you signed up for as I am sure they can always make you sign a new 2 year Promotion Agreement. So it would be better to see what's in the Promotional Agreement and Residential Customer Agreement as far as the actual written terms and conditions go as that part is what is legal and enforceable.

Why would you write this when I already posted that I have done it with no change to the contract? This is not the first time I've changed packages under contract either. Also, I gave a link to the actual contract so you could read it for yourself. Just ask the CSR before you sign the contract and they will tell you the same.

Here is a link to all the 2 year price guarantee contracts. They will send you one of these to agree to when you enter into a new contract. Service Agreements | DISH

When I responded, I was looking at what was shown as an image in the post and not the actual contract itself. There is nothing wrong with telling anyone to read the actual contract for their own due diligence and being competent.

What you have done and the results is another matter and contracts can change as it only matters what the contract says when one signs it but if you read the 2 year price guarantee contracts:

The last sentence already tells you that only the package you picked at the time when you accepted the offer is what counts. If you change after the contract is accepted, you will pay the then-current price of your new programming package or Equipment which is another way to say if you made any changes for both upgrades and downgrades and not only upgrades as I had initially thought, you will no longer have a contract under the Price Guarantee Programming. So assuming you wanted another price guarantee programming package, you basically have to sign a new contract and start the 2 year clock again.

So it could be something they changed as of the September 19, 2024 version of the agreement which is the latest available. CSRs can tell you what they want but it is hard to dispute or challenge something that is in writing that you accepted legally and the CSR can tell you something completely different when you have a problem and basically point to what it says in writing.

The New Customer 2 Year agreement even says that DISH can basically do anything it wants for other things even during the Price Guarantee Period:

OK, to be safe I may go ahead and cancel my locals and change my plan before contacting Dish. I was going to do this know matter what the deal will be.
That won't matter any. Locals are a fix price add-on, not part of a package like they used to be. Just tell them you don't want them.

It also might be safe to download a copy of the agreement(s) at the time you committed to a new one since should they revise the agreement(s) after you committed to one, it will also have a revised date which would be have a future date after you committed to the agreement(s) to actually know what the original agreement(s) actually said to reference should dispute(s) arise as while Internet Archive can go back to show the contents of websites, it does not seem to archive the agreements as I just checked. With Comcast/Xfinity, there is a way to upgrade/downgrade without restrictions and even easily leave without paying even a penny for the ETF even past the first 30 days on a one to multi-year contract
because of what is actually written which is not something you can do with DISH.
