The Wally cannot playback the recordings made by a Hooper.
There's a fee for the Wally now, have you considered the Hopper Duo?
You need to check if the LNB on your neighbor's dish is a DPP or DPH and if it has any open ports.

Looks like a DPP but you can tell for sure by looking at the sticker below the LNB horns, facing the dish.

Moot point at this point. He just said Dish is coming to install the Wally for him, so if a new dish, switch, etc. is needed, the tech will take care of that.
