Most people try to make this simple when it is not.
DirecTV should go by customers, primarily. Some high DMAs have relatively few DirecTV customers. Some low ones have a lot. Some markets have stations that want to play hardball with the carriage agreement. Nobody should want another market to wait because one or more of the stations in their market won't agree. If we waited for some of the higher DMAs to get setup, nobody would be getting LIL for some time.
The item that many are ignoring is DirecTV's deadline to get signals off one of the satellites. This temporary leased space is expiring soon. Rather than get these stations up in SD on another satellite, it makes more sense to transition them to a permanent spot with HD.
