I think has, the FSU Back up QB played very well last week .... not just managed the game and the same with this week, they would have got in.Why even have rankings then.

If you watched the FSU Offense the last two weeks, you know they are not a Top 4 team without thier #1 QB.
More than likely they would have been a 10+ underdog against Michigan and probably worse against the rest in there.
Difference being, when Ohio State got in in '14, thier back ups, back up, Cardale Jones had already shown he could beat a Top team, destroying Wisconsin 59-0 and Bama that year as well.
