129 signal dropouts

hi, i live in Alberta, Canada, and i scanned for 129. I was able to get +120 HD channels. But the problem is when i want to watch the channels i keep getting signal dropout (quality) every 2-3 seconds , making it unwatchable.

Do you think the CIEL 2 will fix this issue, and when will it be operational?

What kind of receiver do you have?

is 129 down for some reason, 110 and 119 are fine but 129 is down. is it ice or is dish network screwing up again. very prevoked because iam supposed to get my hd receiver next week.
