Will AT9 function if it's not hitting the 119?

Because of line of sight issues, the 119 (where my 3LNB is now installed) is not visible. To kill two birds with one stone, I waited until the AT9 was avaiable in my area (southern Connecticut) to try to reposition the dish on my property with the AT9. The installer told me (without a signal meter and the van still running) that I was out of luck for the 119 and that he couldn't install the AT9 because it wouldn't work at all if it did not see the 119. Is this true? Or could he either not set it up properly without the 119 signal and/or didn't feel like moving the dish.

not true,

as long as it can hit the 101 it will activate the boxes.
