Octavia needs the symbolism of the Commander to keep Wonkru united. It'll be interesting to see how the "Colonel" reacts when she learns about the "Commander" & the "Fleimkepa(Flamekeeper)," both of which, Wonkru has.
Edit: If I were Octavia(& the showrunners), I'd hold the Commander ceremony out in the open, where the "eye in the sky" can see all, then abruptly cut the feed off from the "eye in the sky", & then let Abby, Kane, Echo, & the rest of the "defectors" try to explain to the "Colonel" just what a Commander is.
If Echo & the "defectors" react, in a way of reverence towards the Commander, then the Colonel will definitely have to do something. Blodreina is one thing, & only existed because there was no Nightblood to pass the Commander chip to, but having a bonifide Commander will surely unite Wonkru(who's going to rebel against the Commander?) & make them the enemy that the convicts don't want to face. Kane is more than aware of this, especially since he knew the last one.
