Does your "faulty" PC have a TPM module by any chance? Is it activated?

sounds to me like you do not have permissions to write to the cookies directory.

I have had wierd permission problems with win7 like that

Is there any kind of filtering by MAC address on the firewall? or a web filtering application like Websense?
