R-15 in a NAS system

Does anybody know why I had to attenuate my signal feeding the R-15 in my customer apt? My HR-20 came up fine but the R-15 refused to budge until I atten. the signal a drastic amount. I did have to amplify for the HR20 and wound up with -40 to-45 dbm out of the subscriber units. Can some one please explain? DTV support had no clue what I was talking about...

Solution! VBC in the input of the subcriber unit that the R-15 . Thanks to Joseph for the insight, no thanks to DTV!!
