MPEG4 Dish In MDU

I live in an MDU and would like the company that owns the dish in my apartment complex to upgrade to one that receives the MPEG4 channels. Any ideas how I go about that?

I would think that you would have to talk to the management about that, then they would look at how many people are using it and see if the majority are interested in the uograde.
Or they could just say NO , realize it would probably be a money issue for the complex to upgrade.

I'm thinking that the stacking / destacking issue would be something they would take into account when writting an estimate for the building owner.
