MPEG2 HD on DishNetwork

Today, I was watching programs on HBOHD and Discovery Theater HD and found the HD picture quality to be worse than what it used to be. There was motion blurriness even during the slightest movement. Has E* or these programmers done anything recently to cause the picture quality to decline so dramatically?

I think I heard MPEG-2 channels on Dish are running at like 9mbps like HDnet which looks like total crap during NHL games. Which is totally unacceptable. Huge difference b/w ESPN-HD in mpeg-2 vs. ESPN2-HD in MPEG-4 which looks pretty decent.
