The internet in my area just went out a few minutes ago:
1:57 - 1:59

Is this a sign of an upgrade or am I just being too hopeful?
Is 2 minutes even enough time to do something like that?

Possible, if they were cleaning fiber or moving you to a differnt card it only takes a min or two.
