I need info on new hopper plus

Is it possible that they are switching out Hopper 3s that are pre loaded with new software instead of the tech waiting around for 45+ minutes to load software onto existing Hopper 3s?
No. The Hoppers coming from the factories do not have the newest software. Most are several versions behind. If the tech was smart, they'd have several pre-downloaded at home, like I do, or get those downloading right away while they put the dish up, run cable, etc

If he's pulling it off his van, it has older production software on it, not the newest software.

So the remote can't be unpaired from an existing Hopper 3 and then rebooted with the thumb drive in it after being reset to factory defaults?

Not after it's been activated. Once it's been activated, you'll never see the screen it needs to be on where you insert the thumb drive

The only recordings on that EHD are the ones you transferred from your Hopper 3. The size of your EHD dictates how much data you can put on it. Your Hopper 3 has a 2 terabyte hard drive built into it. Not all of the drive is for recordings, your system software is there as well as your recordings. You probably have about 1 terabyte available on it for recordings. As it fills up you can transfer recordings you would like to keep for as long as you wish onto the External hard drive. I have a 1 terabyte EHD and it is all I need for the little that I archive. If you wish to keep a lot of recordings you can size your EHD/s up to 7 terabytes and that would give you more than you probably need.

My tech said that they have new hoppers with the new software preloaded. He wanted to give me a new one but since I said no they had to manually force a software update that took 1 hour. He said they also had a thumb drive with the new software on it.

I'm confused didn't you say above that techs should pre load software at their house so it's already done? If that's the case wouldn't the tech be "pulling it off his van" when he gets to the customer's house?
In-house techs can't do that and most others just won't. I do it just to avoid the d/l times at the customer's house

Techs have thumb drives with the newest software on it. Those "new" Hoppers - most are refurbs now, do not have the newest software on them. New or Refurb, they sit in warehouses for longer periods of time so they have a production version of software flashed to them at the factories. There is no Hopper that has not been taken out of the packaging that has the newest software on it.
Like Scott said, he may have a warehouse that is pre-loading from the thumb drives before they are assigned to the techs/vans.
It is also against Dish policy to waste a good Hopper at a Customer's house. There is a metric for offices called NPF - No Problem Found and the offices are gigged when Dish gets returns that were not faulty
