How to start your own TV channel?

Hi everyone ... Recently, I've got this idea of opening a TV channel on some cable network. I am absolutely new to this industry and have no experience at all. Can anyone explain me the steps that I should follow to get there? Thank you

Go to your local cable operator and ask them about their local access program and get the feel and experience of producing one show before taking that huge leap of financial faith.
