The way I see it, this virtaully bans satellite tv from the City of Hazleton.
No satellite install company is going to obtain a construction contractors license. No satellite customer os going to go through the headache of applying for a permit.
This is nonsense. And the Hazleton city government should know better.
Both Dish and Direct should broing their mighty legal departments to Hazleton and crush them with a huge lawsuit. Not for money. But to bury them in paper and drive the City government to waive the white flag..
BTW notice the ordinance applies only to dishes "attached to a building"....

An Ordinance Providing for the Proper Placement of a “Satellite Dish” and
Setting Fees and Responsibilities Regarding the Placement of
Satellite Dishes within the City of Hazleton
WHEREAS, the City of Hazleton has an obligation to insure the health, welfare and safety of its residents; and
WHEREAS, satellite dishes are commonly installed upon homes and other structures throughout the City of Hazleton; and
WHEREAS, improperly installed satellite dishes can pose a safety hazard to the citizens of Hazleton.
NOW, THEREFORE, the City of Hazleton desires to establish an Ordinance providing for the permitting and inspection of the placement of satellite dishes within the City of Hazleton.
SECTION I: DEFINITIONS
A “satellite dish” is an object that is attached to a building and intended to receive television/telecommunication signals.
SECTION II: RESPONSIBILITIES OF PROPERTY OWNER/OCCUPIER
1. Any owner of a building having a satellite dish installed shall obtain a permit from the City of Hazleton. The cost of the permit shall be ten ($10.00) dollars, covering the cost of inspection of installation of the satellite dish. This fee may be amended by Council by resolution.
2. If a satellite dish is being installed for the purpose of replacing an existing satellite dish, the existing satellite dish must be removed from the structure.
3. Property owner/occupier must provide documentation, at the time of inspection, relative to the proper installation procedures as provided by the manufacturer of the satellite dish.
SECTION III: RESPONSIBILITIES OF SATELLITE DISH INSTALLERS
Any professional satellite dish installer must possess a valid construction business license.
SECTION IV: VIOLATIONS AND PENALTIES; ENFORCEMENT
Any person or company who violates any provision of this Ordinance shall be subject to a fine of one hundred ($100) dollars. Furthermore, each day for which a violation occurs and each violation of any provision of this Ordinance shall constitute a separate offense.
The Hazleton Police Department, Code Enforcement/Zoning Officer are hereby empowered to enforce the provisions of this Ordinance.
ORDAINED AND ENACTED by Council this 24th day of February, 2009.
