External hard drive questions

Had a couple of questions about using an external hard drive with 722/Hopper.

1) Is there still a charge to unlock the ability to use an external on a 722 or Hopper?

2) Can I attach my hard drive to someone else's Hopper and be able to access my recordings
or does Dish have some kind of ID system so it only works with a DVR on your own account?
