Eastern Arc-SD local channels

We had a new Eastern Arc install today.
Americas 250/Gold HD/Locals (according to Dish, we should be getting Boston locals)
However, we are only receiving 4 HD local channels. We are getting none of the SD locals. The installer told my wife something about waiting until 77 came on line October 8. Does this sound correct?

Boston's sd channels are not yet available on the Eastern Arc, they will be mpeg4 only. Boston's sd mpeg2 locals are on 110/119 right now. You have to wait for the ones on 61.5 to be made available.
