For the same reason Atlanta, Augusta, Austin, Baton Rouge, Beaumont, Birmingham, Charlotte, Chicago, Cleveland, Dallas, Des Moines, Ft Meyers, Ft Wayne, Gainesville, Grand Rapids, Houston, Huntsville, Johnstown/Altoona, Joplin, Kansas City, Lafayette, Lincoln, Mankato, Memphis, Minneapolis/St Paul, Mobile, Pensacola, Nashville, New Orleans, Norfolk, Odessa/Midland, Omaha, Orlando, Panama City, Peoria, Pittsburgh, Raleigh/Durham, Richmond, Rockford, Savannah, Sherman/Ada, St Louis, Tallahassee, Tampa, Topeka, Waco, West Palm Beach, Wichita Falls/Lawton, and Youngstown are all on both arcs in HD plus the dual arc DMA's in SD. It might be because adding the locals to the EA gained enough subscribers to justify it, but not enough to justify switching the existing subscribers over to the EA. Whatever the reason for it, it was decided by people with more need to know than either of us.
