Example, you live in Berkshire County, MA (Albany DMA), where the Red Sox are the only local MLB team, but the Mets are playing on WCWN/45.It's blacked out for out of market viewers, but for in territory viewers it lists what local channels they can find the games.

I suspect that all of the PTNW channels are used for private business broadcasts for various companies. But that is just a guess. They may be scheduled for times when other part-time channels such as sports are inactive.Noticed 9950 PTNW has been “downgraded” to SD and now has an upcoming event called “Movie Test” in the guide for tomorrow at 6am. Maybe prep for another SD Cinema feed?
Edit: going past that has shows like “Relaxation” at 8am and “Show Test” at 8:30am, then TBA at 9am until 6am the next day when the schedule repeats, maybe a special channel for businesses is in prep?
