Where I am it is 48

You'd probably be looking at a 1.2m dish

Globecast is a company that sells internatinal programming for a subscription. Most of these channels are on IA5 at 97.

No need for a motor if you only plan on pointing at one satellite!
The 1 meter dish is great but remember they are OVERSIZED items and cost extra to ship!
 
The horizon to horizon (H2H) motor is strongly suggested to allow you to easily tune to any satellite to which you have line of sight. They are harder to setup sometimes though.

As for LNBs, what Iceberg said. To elaborate, you're looking for one that calls itself a "standard Ku [band] LNB". Universals will also work but the setup is slightly more complicated, and they need special signal meters (if you're gonna use one), and from what I hear there really isn't much out there that takes advantage of the extra frequency band. Also the numbers Iceberg is talking about are the noise factor. Look for the lowest noise factor.

He's 750 kilometers North from Winnipeg. I think the 1 meter will be what he needs, unless that signal is strong up there
 
I think if the system is for your parents to watch RTPI a fixed dish will work just fine, if however you do decide to motorize make sure the receiver is DiSEqC 1.2 compatible, sorry for the bloviating : )

No, sounds like it means 24.5 inches which is only 62cm. Up there where you are a 1m dish would probably be best. Even in more southern areas a 30 inch (76cm) dish is recommended.
