Yes, most of these pirates live outside the U.S. I have heard some live in Russia. So it will be hard for the U.S. Gov to go after those. Tracking a consumer is not easy to do, unless there is some paper trail. What Roku is doing, is to just drop the channel in question when they get a complaint. Some Private Channels offer pirated material, but as soon as they get a complaint the service drops the app. But since the days of early cable TV, the TV scrambling was hacked. If our elections, the U.S. Government, and the power grids are hacked there is little that can be done except block the channel.
