Changing smart cart causes change in picture size?

I put in smart cards in two receivers (311 & 625) yesterday with no apparent problems. Then last night I noticed that on an SDTV the local PBS station Washington Week in Review had a border all the way around the picture! When I switched to cable (have this for local access channels), the picture filled the screen. The next PBS program had borders at top and bottom in letterbox fashion. About 30 other channels also appear in letterbox. I could be wrong, but I don't remember all those channels looking like that before. When I spoke to E* tech support, they said they're sending picture the way they receive it from station. Later I called the number in letter sent with smart cards. Person said she tried to fix from her end, wait 20 minutes and see if there's a change. No change. Channels still appear letterbox and on some PBS with a border all around. I'm positive I've never had a border all the way around before. On my one HDTV, I can do zoom on the tv remote get the picture to fill the screen, but not on the other SDs. Could putting in the smart cards cause the problem? Does cable somehow resize the picture? Is there a way to fix this situation? I can live with the problem, but it could be deal breaker. I just may go to cable completely.
