I have a 722, have a line in from the dish and a seperate line in for the OTA signal. Can I split the OTA signal and combine it with the backfeed for TV2 so that other HD sets in the house can pickup OTA signal as well?

Yes, just make sure the TV2 modulation channel you select is not one of the OTA frequencies. Also beware the channel frequency and the channel number are not necessarily the same. E.g., ABC 23 might actually be broadcast on channel 22 or on channel 48. You'll need to look up the frequencies if you don't know them on the FCC database or at TVFool.com or Antennaweb.org
 
Do what he said. go to antennaweb and wrigte down all channel numbers and set tv2 to a channel number not listed on that page.

use a two way splitter backwards to combine the ota and the tv2 into one signal, do this right by receiver and before signal goes into diplexer, other room, etc.

you may have to use a separate two way splitter to split the ota signal that comes into this room. so many splitter may cause weak signal so an amp may be necessary or an uneven splitter called a "tap" that will allow more of ota signal to go to tv2 instead of into receiver.
