NO, the changes are NOT complete, you still need to add these new forums to the list of forums in the general settings area so they can be blocked from showing.

It was already set.

If you can't set any more you may have too many forums set, you might want to check to see you don't have old forums which have been archived checked as hidden. No reason to hide them now since no one can post to them.

Since the forum software is database-driven, why wouldn't old (removed) forums be auto-magically removed from that listing as well ?

That would be a question for the person who wrote that mod for us. I am not a programmer... and unfortunately the person who wrote the mod for us is dead.
