What does high quality, low signal mean?

Playing around with my new system, I looked at lyngsat and started to manually put in transponders that do not show up in a blind scan. Two on AMC3 (12096V19510, and 11984V19510) show good quality, but no signal. When I scan for channels nothing comes in. It seems to me that if it is getting quality that it has to be getting some signal. Can someone explain to me what is going on?

Those are Digicipher 2 signals! You will not be able to view these channels with your receiver, but you will see signal
