What does a Black Screen with a good signal/quality mean?

I did an FTA only scan on IA6, and have come across some very interesting stuff..a couple being black screens , two being wright patterson 7 and 8, along with FAA encoder 2 Ch 36, it doesn't have a $ sign beside the name or anything; are this analog? Just curious

"Wright Patterson" seems to be from the Airbase with the same name. There are something like 8 channels in that mux and most are encrypted. The other two seem to slip through but I have never seen anything on them.

The "FAA Encoder" is used by the Federal Aviation Administration. Usually nothing there but once I saw a meeting and another time they were showing the graphic I have attached with music.
