What are differences between Dolby and AC3?

In looking at different receivers, some, like Freesat convert AC3 while others, like X2 convert Dolby and AC3.
I need to know more...

AC3 is an extension to Dolby Digital (5.1) intended for high-bandwidth content (typically, but not limited to, optical disc).

Many consider them one-and-the-same.

Use of the term "Dolby" requires copyright license. Typically, receivers that decode AC3 (Dolby) without license use the term AC3 to fly under the radar and avoid detection by Dolby and importation (customs) seizures.
