Spoke to/emailed Hauppauge, visited Hauppauge co uk forums and no luck.
I was in the same boat as many others at that forum without any answers to posts.
I bought a new sound card that claimed to handle AC3, tried third party software,
2.19 software but got Vertical bands on left side of screen (reverted back to 2.18c), used J3 to AUX and CD, Dongled to line in, and reinstalled WinXP about MDCCLXXVI times (small joke for the math people).
My discovery was that there was NO AUDIO as DigitalTV-S was NOT SCANNING the AC3 Audio PID.
I discovered this fix by trial and error and it works for me. Your mileage may vary. Is there an easier way?

Find the AC3 audio pid(s) from Lyngsat or Satcodx.
Please create a copy DigitalTV-s.lst first. I selected the file and did the "copy to...".
Using Notepad edit the DigitalTV-s.lst file found in the WinTV Nexus directory.
To make it easier to read, on the menu bar, click "Format" and "Word Wrap"
Under the symbol rate, middle column, add AC3 PID to StreamInfoAC3 space.
Far right, Top line column reads Inversion, bottom line reads StreamInfoAC3. I'm guessing there are two entries in case there is alternate language AC3. Text below is approximate as the board software did not keep the spacing so I used lines rather than spaces. Attached txt file shows before and after.
BEFORE
________StreamInfoAC3
14025000_________1
0_______0________0
AFTER
________StreamInfoAC3
14025000_________1
0_______100______0
When finished adding AC3 PID data,
File
Save as...
DigitalTV-s.lst (make sure to add file type LST capitalised to clarify L)
Save as type...
MUST BE CHANGED TO "all files"
Encoding
Stays as ANSI
Replace existing file?
Yes.

Start DigitalTV
AC3 audio finally passes through to the sound card once the program is forced to acknowledge that the sound is there.
Audio tab in DigitalTV-s
AC3 sound
X over software
X Use AC3 sound as default
Audio Channels
X 2 speaker mode (Stereo)
