I currently have the following setup:

VIP722
Sony 65X810C 4K TV
Sony HT NT5 Soundbar

The VIP722 is connected via HDMI to the HT NT5 with the video passed to the TV.

When I turn the system on the VIP722 immediately reboots, goes through the finding satellite screen and starts working in 5-10 minutes. The VIP722 reboots every time it turn the Soundbar on with occasional reboots at other times. Same issue when connected directly to the TV. Really irritating when I turn the system on in the evening and interrupt a scheduled recording of a hockey game.

Dish CSR was no help, the usual plug directly into the wall nonsense and reboot the VIP722, etc.

They finally offered me an upgrade to a Hopper 3. Will the Hopper 3 fix my problem or is there another fix I could use?

I have just been through an impossible situation with HDMI-CEC and this may be the cause of your problem although a Dish receiver reboot is extreme.

HDMI-CEC stands for Consumer Electronics Control over HDMI. It's a mechanism to help automate power and source selection as well as unifying device control into a single remote. The trouble is CEC is not well defined and each manufacturer implements things in different ways that are often incompatible with other devices in the system.

To isolate the issue to HDMI-CEC, turn it off on the Dish receiver and see if the roboots stop happening. If so, look for alternative ways to control power in your system. It may take multiple button presses to power all parts of the system or you may be interested in a universal remote such as the Harmony series remotes. They typically make controlling your components much easier than alternatives including CEC. Although in a small system with few components it's not always that much better.

If CEC is not the source of your problem, it's possible the 722 is simply defective and needs to be replaced.

The Hopper 3 MAY implement CEC differently than the 722 so there is a small possibility an upgrade would resolve your issue. That's a long shot. H3 does have advantages over the 722 as well as some disadvantages. H3 has 16 tuners so you'll never have tuner conflicts. The H3 has much more DVR storage. However, the monthly cost is higher. The DVR fee is $15. You are currently paying $10 if I recall correctly. Also, there is no second output like there is on a 722. So if you are feeding a second TV, you'd also need a Joey which is another $7/mo. The up-side to the Joey is it outputs HD video so if the second TV is high def you'll get all the picture quality advantages to HD.

Tested and CEC AKA BraviaSync is not the issue. The Sony TV has CEC/ARC on HDMI port 4, I have tried all the ports and also tried turning off BraviaSync with no improvement. How do I turn off CEC on the VIP722?

I have the Harmony Hub and love it. Powering components on individually or as an action on the Hub seems to make no difference.

Single TV household so the single HDMI connection on the H3 not an issue at this time. If that changes I'll cross that bridge later.

Thanks for the feedback.

I can't remember where the HDMI-CEC control is in the 722. Someone else may be able to provide that info.

I suspect that CEC is not your issue though. It really seems like your 722 is not healthy. If the extra DVR fee isn't an issue, you should consider the free H3 upgrade. Remember, you'll need a new LNB and possibly a new dish. Also, if you have multiple dishes, you may not be eligible at the moment but the DPH42 switch is "coming soon" that would allow your system to be upgraded.

Keep in mind, if you get a replacement ViP722, it will be a refurb, and the HDD will likely be as old as the box. Everything has a lifespan.
