VIP 622 and remote control issues

We have a 622 hooked up to a vizio. The receiver seems to have a difficult time getting the signal from the remote even when pointing the remote directly at the receiver. We're sitting no more than 10 ft away. Signal from remote seems to be picked up better if pointing the remote up in the air or off to the side. Also, when pushing the "channel up"button down after a few channel changes the tv turns off and comes back on. Or if the tv doesn't turn off there seems to be a lag in receiving the signal and the channel information flickers when it lands on the last channel and then the tv turns off and back on again. I have changed the remote address with the receiver. Didn't help. Have tried all the vizio codes. Didn't help. Are the issues with the remote, receiver or tv?
