viewsat receiver, 90cm. dish, universal lnb...But dont get good signal, or channels... anyone know the settings,? do I need another lnb, or dish, receiver?? my location is chicago, usa

For your location the dish needs to be:

15.1 ° Elevation
112.8 °Azimuth (Geographic)
43.4 clockwise looking towards the dish ° LNBF polarization tilt (skew)

Not all of the transponders are pointed at America.

What is the model of the LNB you have?

Have you tried any other satellites?
 
Does the viewsat have a quality indicator, usually receivers have a signal strength and a quality level, the signal level does not matter, even if you connect the receiver to the lnb it will show a signal, quality level is what is important and only shows if you are locked on a transponder.
 
Until you can get the Quality off of 0 you are not on a satellite with that transponder active, you need to try a different transponder, or you need to adjust your dish.
 
Can I Catch The Tv Cabo Feed From The Hispasat 1c/d 30.0w In New Jersey With A 90cm Dish Or Is That Pushing It To The Extreme???
 
TV cabo looks to be a subscription package and the footprint is at Europe, not the US so no you cannot
 
you need to manually put a strong transponder for me it was 11884 V 27500 in order to see any quality signal, and then from there gotta start looking, the dish is going to look like is facing the ground, so have patience.
