I've never had any trouble understanding British, Scottish, Irish or Australian actors...Boy ... talk about die hard "sci fi" ... who cares the language or accent ... if its good sci fi ... we will find a way!
I got into them on HDNet (& archived)I watched "Things Change"(ep 1, S1) Sunday night which made me want to finally start the series last night, got halfway into ep 4 before I had to go to bed.They were on BBC/BBCA.
If you have amazon prime you can probably watch them for free.

I was born in Little Rock ,Arkansas and lived there for 6 years then moved to St. Louis Missouri and stayed therefor about 5 years . When I was 11 I moved to Southeast Texas :Beaumont area. So I can sometimes talk fast myself, but normally talk with a southern accent. But I can understand Northern speaking people just fine, but the British /Scottish & Australian people are simply too hard to comprehend . It isn't just the accent ,but the lingo they use that only their country understands. We use different slang in this country then they do. What the hell is a fortnight? The last time I heard that was in High School reading Shakespear.Surprisingly I have never had an issue with the accents, but I tend to be a terribly fast talker myself. I think a couple of years in Boston helped. That was one thing I liked about Boston, people talked as fast I did and understood me. In TX I have to sometimes repeat myself more slowly.
I just noticed yesterday that Torchwood is one of the featured TV shows in Dish Online and the episodes are HD.
And I am not currently a Starz customer either.
