signal levels on different transponders

why are some transponders lower than others???? i'll get for example on 103ca a 95 95 95 88 91 93 86 and so on...... will readjusting the dish resolve this??? if 75% of the transponders are above 90 then there isn't much more i can do correct?

Correct, if your 90 and up or close, your good.

btw, look at the single meter for that sat too.
