Yes, as some transponders are what are called 'spot-beams' which are aimed at specific zones, so not everyone will see them, your signals look fine.

4, 12, and 20 are normally at 0. I have no idea why though.

That is normal, and the xponders that are 0 can vary from place to place across the country, because spot beams do not (by design) transmit to all subscribers, only within a certain defined patterns. To my knowledge, you should never see _all 32_ xponders on the 101 with a signal above 0.

For example, here is what I get on my 101 on the southeast coast of the U.S.:
1: 80-91%
2: 93-96
3: 76-86
4: Out
5: 77-85
6: 86-91
7: 78-89
8: 86-93
9: 80-86
10: 88-91
11: 80-86
12: 98-99
13: 84-88
14: 86-91
15: 82-88
16: 85-88
17: 82-84
18: Out
19: 85-89
20: 93-96
21: 82-88
22: 86-92
23: 80-85
24: 90-93
25: 79-82
26: 97-99
27: 73-78
28: 99-100
29: 67-76
30: 87-89
31: 71-80
32: 91-93
