Requesting my own waiver

I've been turned down three time for a CBS and Fox waiver from the Tampa Bay market. I it possible to send a letter fo request myself to those stations? If I convinced them, how would I go about letting Dish know. Also, if anyone has had success this way, what did you say to convice them?

Yeah, I had to do that for mine (in O+O, but E said i could get a signal from wayyy far away)

Dropped em an email asking, week later got a letter from the engineer saying that i could get CBS-HD, sent it to dish, few days later it was on!

I called and spoke with people at the sations after being denied. I was told NO by 2 channels, then YES by one. Some stations will just tell you that they will not approve any waivers.
