I am not sure who is at fault for the judder issue, but I am guessing that the program provider might be at fault some of the time, and is providing Dish with a program feed that already has judder in it.

I don't think I've ever seen it before this started about eight months ago. That it started on numerous channels at almost exactly the same time points the finger at Dish. If they can provide FX without judder, they can do it on AMC, USA, Sundance, Spike, HBO-E, Showtime-E, Starz-E and probably others. The question is why did it start and why isn't it fixed?
