That is really On Tech, not Dish, possibly a 3rd Party installation, who does a number of other things, not just Satellite Dishes.

So the Van could be on the road for a number of reasons.

Had one of the vans parked in a driveway near here every night for a few years until last fall. Then there was a realtor's for sale sign in the yard and the van disappeared.
