That is really On Tech, not Dish, possibly a 3rd Party installation, who does a number of other things, not just Satellite Dishes.
So the Van could be on the road for a number of reasons.

They are owned by DISH and in most places the techs are DISH techs.

No, it's Dish. Most techs also do Ontech. And the vans all have Ontech stickers on them.
My Colorado does as well, along with ADT Decals
