Where I live, I can get ABC and CBS OTA. However, FOX and NBC are not broadcasting in digital yet. I was automatically eligible for NBC, but when D* submitted my waiver to FOX I was declined, even though there's no way for me to get FOX in HD since they don't broadcast in HD here. What I'm wondering is who do I need to contact at the local FOX station to ask why they declined my waiver? Do I talk to the station engineer, the program director, or the operations/master control manager?
 
Even if the station is not broadcasting in HD, they do not have to grant a waiver. You can try and contact all the people you have listed, but I have not had much luck with my local station. If they are broadcasting in digital but not HD, you will have even less luck. Good luck

As already said, it really doesn't matter WHO you talk to. If FOX is going to deny the waiver, then that's their right - which they seem to be exercising. ;)
