Question about DVR 522 fees

I just noticed a "DISH VOD SERVICE FEE" on my statement this month. Now from doing a search on this here it appears that this is a normal monthly charge I will see every month. But my question is on the $4.99 charge if you don't have a landline phone connected to the 522. Is this $4.99 charge in addition to the VOD service fee?

Yes, my understanding that the non-VOD fee is for a second receiver. This is charged if the phone line is not connected to the 522.

Yes, VOD is the fact that you have a dish recorder. If you didn't have the landline, you'd have another $5.00 charge beyond that.
