Problems in tunning 99w transponder 24

In a followup to my issues with my local hd channels at night, I looked at this document: http://www.satelliteguys.us/attachment.php?attachmentid=35796&d=1238699791
which shows me that my local HD channels (2 KTVN, 4 KRNV, 8 KOLO, 11 KRXI) are on 99(b) transponder 24 (please correct me if I'm wrong).
I looked at the signal strength and I have 0 on 99(b) transponder 24 (99(a) doesn't have a 24 and it was early evening and maybe I should have waited till daytime but...) I went up and messed with the dish and could not get zip of signal on that transponder.
The only ones that show in that sequence are:
17-24 0 0 0 0 89 56 96 0

Is this one of those very tight beams?
If so, how the heck can I tune it in??

Follow up

Now I went and looked at the signals and it was showing 99(b) 24 at 89 so I checked the local HD channels and they are there but with the same stippling issue.
I put on the signal meter (on the HD receiver) on 99(b) transponder 24 and it's dancing between 87 89 and 0!. None of the others do this so I don't think it's a connector issue.
Is the beam that narrow that you have to be spot on and there is enough change at night where it drops off like this??
 
If you have a receiver local HD is on 99b TP24, if it's a DVR it's on 99s TP24.
Forget about the HD locals for the moment. What are your signals on the 99a/99c, and 103b/c satellites at night, post all transponders. That will tell us how well your dish is aligned. Also exactly which receiver or DVR do you have?
And what is your actual zip code??
 
Yes, I'm doing most of the testing on the HD receiver which is an H21-200 since we're watching the HD/DVR. My zipcode is 89406.

im in oregon and one of my receivers still has reno locals (only plug it in when i want to watch stuff from reno ) but i have had to send a hit to the box and i still got reno locals on that sd box and i was noticing the same thing on the sd channels from reno on 99s tp24 i get a 63% (confirmed reno) 119 tp29 57%
this issue was really bad last night

hugot - your signals are fine (were these signals at night when you were having the problem?) so this is not a dish alignment issue. And your signals from the spotbeam are also OK, the drop to zero is almost certainly just a signal meter issue. I doubt that any of your issues are signal related.
Is the problem on both the receiver and DVR? If so that would indicate you have a faulty LNB, something is temperature-sensitive or as suggested there is condensation inside the LNB cover. Only an LNB replacement will solve this. If the problem is just on the receiver then it's a cable issue,

Your problem is that you are not in the reno DMA and you must be right at the edge of the spotbeam for reno, so that's why your reception is poor. Locals are delivered by spotbeams pointed at different cities - think of them as flashlight beams from the satellite pointed just at individual cities. If you are not in the beam, you won't get the locals.
 
Yes, those measurements were last night and it happens on both units.
The funny thing is that it's the only transponder on any satellite that does this drop to 0 on the meter and it's the only set of channels that are having problems. Why would this not happen on any of the other 99b HD programming or anywhere else for that matter?
As far as temperature swings, we had snow during the day last week so it was in the low 30's and there was no issue during ther day. Last night it was in the 50's at night and (it started messing up when it was still 60 or so) so I don't see the temperature being an issue.

I'll try to get a hold of another LNB and see if it solves this nonsense.
I've had to change some scheduled recordings to the non-HD channels to make sure we can watch the stuff without garbage or loss.

all of the reno sd channels where fine last night (4/23)
on the night of the 22nd that was the first problem i have ever had with locals out of reno except when it rains at a moderate rate
 
A 63 on TP24 will give you OK reception for most of the time. But it is on the margins for stable reception, if you were actually in the middle of the spotbeam you would get 80s/90s.
