I have an HR21, H21, and an H23. The latter two boxes seem to have a much lesser amount of fuzziness and pixellation produced from them on their respective tv's. Does this ever happen, or is it more likely a problem with the tv?

Almost certainly a TV issue. You can check by swapping the Hr21 and one of the other receivers.

It also may be a cable issue...

If you swap the cable and it still looks bad, try switching from HDMI to Component or vice versa... if it still does it then it is likely your TV but still could possibly be your box. To eliminate the box as a cause just switch your two H21s and see if the problem moves with the box... if it doesn't and the original tv is still "grainy and pixellated" then it is the TV, if the pixilation moves with the box then it may be your box or the "B-Band converter" (The little grey or black box on the back of your box where the satellite feed comes in.)

If it were just pixillation I would be likely to point to the box or the wiring to the box for that room... but when you throw in grainy it sounds like a TV/output cable issue.
