That is what I was wondering. Based on the article, it would seem so. But until I see a thorough neutral party analysis I'll remain skeptical.

I would bet that in some carefully selected video clips aimed to maximize the type of compression they use. The real test would be how it does over a large range of source material, and how much computation it needs. Having a supercomputer work overnight to compress a 30 minute TV show would not be practical either even if it gets it down to a 1 mbit/sec 4k pristine looking stream....
