Those are government-sponsored channels. I suspect the US customers of CNN "subsidize" the channel such that it can be made available FTA in other countries.

PBS is FTA; I would compare that to other nations' government-sponsored channels

those 3 channels are definitely scrambled over the Americas. They are FTA in other regions
