New dish bill seems wrong

I upgraded to the 622 last month.

Got my first bill since, along with the expected partial month and 299.00 lease fee. There is also a 59.95 dish upgrade charge...

I thought the 299.00 covered the cost of new dish and switches???

Yeah, I don't think that 59.95 should be on there. What do all of the lines on the bill say?
