"New" Customers?

What exactly does DirecTV consider a "new" customer for their advertised deals? The reason I ask is that I was a DirecTV subscriber for about 2 years in the late 90s. I think I canceled my account in 1999 or 2000. I have not had service since. In the meantime I've moved several times and have a new phone number. Will I qualify as a new customer? If not what are my options for establishing service and getting a good deal?
 
I believe you will. There is a threshold of time where you can't leave and just come right back. I don't know exactly what it is, but it's far less than 7 years.
